The imposition of the lockdown by the\nIndian government was found to be the most stringent compared to any other\ncountry in the world. The lockdown included the suspension of all modes of\ntransportation systems and the intrastate borders were sealed. The timing and\nstringency of the measures by the Indian government have been received\nfavourably, even garnering&nbsp;<a href=\"https:\/\/www.livemint.com\/news\/india\/who-praises-pm-modi-s-timely-and-tough-decision-on-corona-lockdown-2-0-11586851502720.html\" target=\"_blank\" rel=\"noreferrer noopener\">praises\nfrom the World Health Organization (WHO).<\/a>&nbsp;But,&nbsp;<a href=\"https:\/\/www.india.com\/news\/india\/in-less-than-4-hours-notice-writes-new-york-times-on-indias-lockdown-3980540\/\" target=\"_blank\" rel=\"noreferrer noopener\">declaring\na lockdown with a four hour notice<\/a>, in a country with 1.3\nbillion people, where 21.92% of the population lives below the poverty line\nresulted to be a hard hit on the citizens.<\/p>\n\n\n\n<p>The global outbreak of COVID-19 has pushed the world into a pandemic, where most of the places in the world are under lockdown. Due to the lack of specific medicine or a vaccine for this virus, the best possible solution that has been proposed by experts is social distancing. To ensure adherence to social distancing measures, every national government has imposed restrictions on its citizens in some form, ranging from simple issuance of social distancing to imposition of strict lockdown. Thus, the strict lockdown implemented in India makes sense. However, the sudden disruption of normalcy caused by the severity of these measures coupled with the inefficiency of the Indian administration to mitigate the existing present issues has been the reason for multiple deaths, mainly of the impoverished people. The number of COVID-19 cases in India currently is <a href=\"https:\/\/coronavirus.jhu.edu\/map.html\">332,424 and the number of deaths is 9,520<\/a>, which is increasing daily. Other than the deaths caused directly by the COVID-19, deaths have occurred due&nbsp;to poverty, existing diseases, starvation, suicides, loss of employment, police brutality, and the weak healthcare system.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Poverty<\/strong><\/h2>\n\n\n\n<p>In India, the national poverty estimate from 2011\/12\nshowed that&nbsp;<a href=\"https:\/\/data.gov.in\/resources\/number-and-percentage-population-below-poverty-line-states-2011-12-based-tendulkar\" target=\"_blank\" rel=\"noreferrer noopener\">21.9%\nof the population lives below the poverty line<\/a>. The rural\npopulation and the urban population have their distinction when it comes to the\npoverty percentage. In the rural parts of the country the percentage of people\nliving below the poverty line is 25.7% and in urban parts it is 13.7%.\nThe&nbsp;<a href=\"https:\/\/www.downtoearth.org.in\/news\/new-poverty-line-rs-32-for-rural-india-rs-47-for-urban-india-45134\" target=\"_blank\" rel=\"noreferrer noopener\">poverty\nthreshold<\/a>&nbsp;for rural areas is fixed at Rs.32 (0.39 Euro) per day\nand for urban areas it is Rs.47 (0.57 Euro) per day.&nbsp;<\/p>\n\n\n\n<p>Though a significant section of the population,\nso called white-collar employees, has the opportunity to work from home and\ngets paid the same as before the lockdown, there is no such possibility for the\npoor in India. The sudden imposition of the government restrictions led to the\nloss of employment, homes, jobs, and access to food.&nbsp;<a href=\"https:\/\/thediplomat.com\/2020\/05\/covid-19-lockdown-india-needs-laws-to-protect-domestic-workers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Domestic\nhelpers are expected to work<\/a> even if they are not\nable to due to the lockdown, so their employees are not willing to pay them\ntheir salaries. Daily wage earners, who work on a hand to mouth basis,\nhave&nbsp;<a href=\"https:\/\/mumbaimirror.indiatimes.com\/coronavirus\/news\/lockdown-has-hit-daily-wage-workers-the-hardest\/articleshow\/74720292.cms\" target=\"_blank\" rel=\"noreferrer noopener\">lost\ntheir source of income<\/a>. The loss of income led to the loss of a livelihood\nfor the people involved in the <a href=\"https:\/\/marketbusinessnews.com\/financial-glossary\/informal-sector-definition-meaning\/\">informal sector.<\/a><\/p>\n\n\n\n<p>Another section of the population struggling with poverty are the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.grainmart.in\/news\/farmers-distress-across-india-due-to-lockdown\/\" target=\"_blank\">farmers of the country<\/a>. Agriculture is the most important sector of the Indian economy. Even before the outbreak, Indian farmers struggled due to low yield prices, the absence of tools and materials for farming, crop failure, and debts.&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.livemint.com\/news\/india\/the-geography-of-farmer-suicides-11579108457012.html\" target=\"_blank\">Farmer suicides<\/a>&nbsp;as a result of poverty caused by repayments of debts have been in the news for quite some time. The sudden lockdown has taken a toll on the farmers and the whole food supply chain. Firstly, the markets were shut down. Therefore, the already grown stock could not be sold and was left to rot. Secondly, the lockdown led to the absence of cultivators to harvest the crop. Thirdly, the sealed borders did not allow for the crops to be transported from one place to another, failing the circulation of the crops and no incomes were generated by the producers. These factors made the situation worse. Reportedly more than&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/swarajyamag.com\/news-brief\/109-maharashtra-farmers-commit-suicide-in-marathwada-region-during-covid-19-lockdown-growers-resort-to-distress-sale-of-produce\" target=\"_blank\">a hundred farmers<\/a>&nbsp;have committed suicide during the COVID-19 lockdown.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"688\" height=\"1024\" src=\"https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-688x1024.jpg\" alt=\"\" class=\"wp-image-531\" srcset=\"https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-688x1024.jpg 688w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-202x300.jpg 202w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-768x1142.jpg 768w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-1033x1536.jpg 1033w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-1377x2048.jpg 1377w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-640x952.jpg 640w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-1040x1547.jpg 1040w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-1320x1964.jpg 1320w, https:\/\/www.menschenrechte.org\/blog\/wp-content\/uploads\/2020\/06\/India-2-scaled.jpg 1721w\" sizes=\"auto, (max-width: 688px) 100vw, 688px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">The Suffering of Domestic Migrant Workers<\/h2>\n\n\n\n<p>In India, there is a lot of&nbsp;<a href=\"https:\/\/eprawisdom.com\/jpanel\/upload\/articles\/537pm5.Dr.P.C.Jose%20Paul.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">economic\ndisparity between states<\/a>, which makes interstate and internal\nmigration a common phenomenon. There are roughly&nbsp;<a href=\"https:\/\/censusindia.gov.in\/2011census\/d-series\/d-6.html\" target=\"_blank\" rel=\"noreferrer noopener\">455 million domestic\nmigrants<\/a>&nbsp;in the country of which approximately 194 million\npeople have migrated for work purposes.<\/p>\n\n\n\n<p>The sudden imposition of lockdown impacted nearly&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/lockdown-in-india-has-impacted-40-million-internal-migrants-world-bank\/articleshow\/75311966.cms?from=mdr\" target=\"_blank\">40 million internal migrants<\/a>&nbsp;as there was a shutdown of the means to earn their daily wage. With no employment and means to a livelihood, going back to their place of origin was the only option left for numerous migrant workers. As a result of the suspension of public transportation and sealed interstate borders,&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.bbc.com\/news\/world-asia-india-52672764\" target=\"_blank\">migrants started to walk on foot<\/a>&nbsp;to reach their homes. These&nbsp;journeys&nbsp;led to the loss of lives caused by lack of food,&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.hindustantimes.com\/india-news\/198-migrant-workers-killed-in-road-accidents-during-lockdown-report\/story-hTWzAWMYn0kyycKw1dyKqL.html\" target=\"_blank\">accidents,<\/a>&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/scroll.in\/latest\/957570\/covid-19-lockdown-man-collapses-dies-halfwaywhile-walking-home-300-km-away-from-delhi\" target=\"_blank\">exhaustion<\/a> and subsequent denial of treatment in hospitals. Apart from the strenuous march home, there have been other detrimental acts, such as spraying the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2020\/03\/30\/india\/india-migrant-workers-sprayed-intl\/index.html\" target=\"_blank\">5000 migrants with disinfectant<\/a>. As a precautionary measure in the state Uttar Pradesh, a group of migrants in&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.hindustantimes.com\/delhi-news\/migrant-workers-sprayed-with-disinfectant-in-south-delhi-civic-body-says-by-mistake\/story-6TPuE65DMpulqocVQths2H.html\" target=\"_blank\">Delhi was sprayed with a disinfectant by an area civic bodyworker<\/a>. So far, over&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/indianexpress.com\/article\/india\/coronavirus-lockdown-count-of-migrants-killed-in-accidents-enroute-their-home-states-6412475\/\" target=\"_blank\">130 migrants have been killed in accidents<\/a>&nbsp;en route to their home states and the death toll is increasing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Aftermath of the CAB\/CAA Protests<\/h2>\n\n\n\n<p>In India\u2019s capital Delhi, protests started in\nDecember 2019 against the&nbsp;<a href=\"https:\/\/www.indiatoday.in\/india\/story\/what-is-nrc-all-you-need-to-know-about-national-register-of-citizens-1629195-2019-12-18\" target=\"_blank\" rel=\"noreferrer noopener\">National\nRegister of Citizens (NRC)<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/economictimes.indiatimes.com\/news\/et-explains\/citizenship-amendment-bill-what-does-it-do-and-why-is-it-seen-as-a-problem\/articleshow\/72436995.cms?from=mdr\" target=\"_blank\" rel=\"noreferrer noopener\">Citizenship\nAmendment Act (CAA)<\/a>. On 23 February 2020, the city&nbsp;<a href=\"https:\/\/scroll.in\/article\/955251\/explainer-what-do-we-know-about-the-communal-violence-that-left-47-dead-in-delhi-in-february-2020\" target=\"_blank\" rel=\"noreferrer noopener\">witnessed\na riot<\/a>, where there was bloodshed, in which&nbsp;<a href=\"https:\/\/thewire.in\/communalism\/delhi-riots-identities-deceased-confirmed\" target=\"_blank\" rel=\"noreferrer noopener\">53\npeople died<\/a>&nbsp;and thousands of people were injured. Houses\nand shops were burned down to ashes, people lost their settlements over the\nriot. The people, who lost their home, were moved to camps. On the&nbsp;<a href=\"https:\/\/timesofindia.indiatimes.com\/city\/delhi\/cm-kejriwal-announces-rs-10-lakh-ex-gratia-to-families-of-those-killed-in-delhi-violence\/articleshow\/74337030.cms\" target=\"_blank\" rel=\"noreferrer noopener\">27\nFebruary in a press conference<\/a>, the Chief Minister of\nDelhi, Arvind Kejriwal, said that Rs 10 lakh (11990 Euros) would be given to\nthe families of those who lost their lives. Rs 1lakh (1200 Euros) would be\ngiven as payments, and the rest will be released after verification residential\ndocuments.<\/p>\n\n\n\n<p>Before any kind of fund was released, the lockdown was implemented. When the lockdown was announced, some people left homeless by the riots did not know about it or did not have any place to go to and the camps had to be shut down overnight, with&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/theprint.in\/india\/relief-camp-shut-no-home-to-return-to-delhis-riot-victims-shelter-with-do-gooders\/398495\/\" target=\"_blank\">no place left for the victims to go to<\/a>. Forced by the situation, the riot victims returned to their burned houses or are living on the charity of their relatives. Social distancing, the main aim of the lockdown, is far from possible as an option. Access to food, water, or even proper toilet facilities is absent in this area. The condition is fearful in this situation, and it will be even worse if there is an extension of the lockdown. The incident of riot followed by the lockdown left the affected persons of Delhi devastated. People fear that if&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/global-development\/2020\/mar\/30\/divided-delhi-under-lockdown-if-coronavirus-doesnt-kill-me-hunger-will\" target=\"_blank\">Corona does not kill them, hunger will<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Police Brutality<\/h2>\n\n\n\n<p>The police have been active workers during the lockdown primarily to keep the situation under control. It is not easy to keep a population of 1.3 billion people under control in conditions such as these, but police are putting in their best effort to maintain the stringency, sustain the discipline, and in many places even feeding the people. But at the same time, in some places,&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/www.uncat.org\/banner\/police-brutality-unwarranted-deaths-covid-19-lockdown\/\" target=\"_blank\">police brutality is extremely high<\/a>. Police have been using force against people and&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=yaoE1nGKWM0\" target=\"_blank\">beating them using sticks and rods.<\/a>&nbsp;Even if someone is going out of the house to buy essential goods, it is not making any difference to the police. Up until now, there have been&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.hindustantimes.com\/india-news\/police-brutality-led-to-12-deaths-ngo\/story-CCj4QPlfg7VF61x0TIvhKI.html\" target=\"_blank\">12 deaths caused by police brutality in the period of lockdown<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Weak Healthcare Delivery System<\/h2>\n\n\n\n<p>The country\u2019s healthcare delivery system has\nimproved over time since India\u2019s independence and is still improving, but it\ncannot be denied that&nbsp;<a href=\"https:\/\/thediplomat.com\/2019\/06\/indias-ailing-health-sector\/\" target=\"_blank\" rel=\"noreferrer noopener\">health\nservices are far from satisfactory<\/a>,&nbsp;especially\nin rural areas. Efficient and comprehensive healthcare\npresupposes an expensive infrastructure, which not every state can afford. Even\naffluent states face the problem of increasing healthcare expenses. For\neconomically impoverished states scarcity of resources may even hamper the\ndevelopment of a minimum infrastructure. There is one doctor for every 1,445\nIndians as per the country&#8217;s current population estimate of 1.3 billion, which\nis lower than the&nbsp;<a href=\"https:\/\/health.economictimes.indiatimes.com\/news\/industry\/doctor-patient-ratio-in-india-less-than-who-prescribed-norm-of-11000-govt\/72135237\" target=\"_blank\" rel=\"noreferrer noopener\">WHO&#8217;s\nprescribed norm<\/a>&nbsp;of one doctor for 1,000 people. The\nproblem has worsened during this pandemic.<\/p>\n\n\n\n<p>The healthcare workers are actively working\ntowards levelling the curve in India, by testing and treating people affected\nby COVID-19. At the same time, the existing problems that people have are\ngetting ignored. A huge number of people suffer from diseases and conditions\nsuch as heart problems, diabetics, COPD. Even&nbsp;<a href=\"https:\/\/www.firstpost.com\/health\/pregnant-during-covid-19-expecting-mothers-left-in-the-lurch-by-indias-healthcare-system-as-tackling-pandemic-takes-priority-8476401.html\" target=\"_blank\" rel=\"noreferrer noopener\">pregnant\nwomen are not able to access regular check-ups<\/a>. The\ncondition of the healthcare delivery system in rural areas is worse and\nnumerous people are not even able to reach hospitals in time due to the\nlockdown. Between January 30, when the first case of COVID-19 was reported in\nthe country, and May 3, the last day of the second extension of the lockdown,\nan estimated 2,400,000 people have died. Strong health systems could have\naverted&nbsp;<a href=\"https:\/\/scroll.in\/article\/962147\/stronger-health-system-could-have-averted-500000-non-covid-deaths-in-india-in-early-lockdown-period\" target=\"_blank\" rel=\"noreferrer noopener\">about\n500,000 deaths<\/a>.<\/p>\n\n\n\n<p>The pandemic has been tough on the entire country, but the people belonging to the lower strata of the society have been hit the hardest. With the united battle against the virus, the continual problem of poor, the migrants, the farmers, the vulnerable are getting ignored. The decision of the lockdown might have been the appropriate decision considering the outbreak of the pandemic, but declaring a lockdown with a four-hour notice, giving the people no time to prepare reflects on the unplanned, uncoordinated attitude of central as well as the state governments. The pandemic and the lockdown have turned an inconvenience into a tragedy.
